Hi,
Does DELIVERED on show up if the other person open the viber app? Or does it show up if they have Internet access on their phone but have not open the viber app?

"Delivered" is shown once the other person successfully received the text message, and notified our server of that.
It doesn't indicate whether or not the recipient actually opened the message or not.
